L&#8217;id\u00e9e est simple : rendre ce syst\u00e8me beaucoup plus accessible, et \u00e0 terme obligatoire.<\/p>\n<p>Dans une premi\u00e8re phase, tous les employeurs devront proposer un budget mobilit\u00e9 aux travailleurs ayant droit \u00e0 une voiture de soci\u00e9t\u00e9. Une deuxi\u00e8me phase pourrait ensuite l&#8217;\u00e9tendre \u00e0 l&#8217;ensemble des travailleurs, m\u00eame sans droit \u00e0 une voiture de fonction.<\/p>\n<p>Bien qu&#8217;aucun texte d\u00e9finitif ne soit encore publi\u00e9, la date du <u>1er janvier 2026<\/u> est r\u00e9guli\u00e8rement \u00e9voqu\u00e9e comme point de d\u00e9part de cette premi\u00e8re \u00e9tape.<\/p>\n<p>Voici l&#8217;essentiel de ce que les employeurs doivent retenir et anticiper.<\/p>\n<p><strong>Rappel : en quoi consiste le budget mobilit\u00e9 ?<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Le budget mobilit\u00e9 existe depuis 2019. Il permet \u00e0 un travailleur de renoncer \u00e0 sa voiture de soci\u00e9t\u00e9 (ou \u00e0 son droit \u00e0 une telle voiture) en \u00e9change d&#8217;un budget annuel correspondant au <strong>co\u00fbt total<\/strong> de cette voiture (leasing, assurance, entretien, carburant\u2026).<\/p>\n<p>Ce budget peut ensuite \u00eatre utilis\u00e9 de trois mani\u00e8res :<\/p>\n<ul>\n<li>Pilier 1: une voiture de soci\u00e9t\u00e9 plus \u00e9cologique (et \u00e0 partir de 2026, uniquement \u00e9lectrique),<\/li>\n<li>Pilier 2: des solutions de mobilit\u00e9 durable (transports publics, v\u00e9lo, voiture partag\u00e9e, frais de logement li\u00e9s au travail\u2026),<\/li>\n<li>Pilier 3: le versement du solde en fin d&#8217;ann\u00e9e, soumis \u00e0 une cotisation ONSS personnelle sp\u00e9cifique<\/li>\n<\/ul>\n<p>Le budget mobilit\u00e9 n&#8217;est pas applicable aux voitures octroy\u00e9es via un \u00e9change salarial (p.ex. dans le cadre d&#8217;un plan caf\u00e9raria).<\/p>\n<p><strong>Ce qui changerait pour les employeurs<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Si la r\u00e9forme est confirm\u00e9e, les employeurs devront adapter plusieurs aspects de leur gestion interne. Ils devront notamment :<\/p>\n<ul>\n<li>d\u00e9finir une politique de mobilit\u00e9 claire<\/li>\n<li>d\u00e9terminer les options offertes dans les trois piliers du budget mobilit\u00e9<\/li>\n<li>mettre en place un syst\u00e8me de calcul coh\u00e9rent<\/li>\n<li>suivre chaque ann\u00e9e l&#8217;utilisation effective des budgets<\/li>\n<li>adapter leurs proc\u00e9dures administratives et leurs contrats internes.<\/li>\n<\/ul>\n<p>Vu que le syst\u00e8me implique une gestion suppl\u00e9mentaire importante (calculs, contr\u00f4les, suivi annuel), beaucoup d&#8217;employeurs choisiront probablement de se faire accompagner par une plateforme de mobilit\u00e9 ou un partenaire sp\u00e9cialis\u00e9.<\/p>\n<p><strong>Ce que cela implique pour les travailleurs<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Les travailleurs qui ont droit \u00e0 une voiture de soci\u00e9t\u00e9 auront d\u00e9sormais <strong>le choix<\/strong> :<\/p>\n<ul>\n<li>de conserver la voiture,<\/li>\n<li>ou y renoncer et b\u00e9n\u00e9ficier du budget mobilit\u00e9.<\/li>\n<\/ul>\n<p>Ils pourront r\u00e9partir leur budget selon leurs besoins : solutions de transport durables, frais li\u00e9s au logement, v\u00e9hicule \u00e9lectrique&#8230;<\/p>\n<p>Le syst\u00e8me est g\u00e9n\u00e9ralement <strong>plus avantageux fiscalement<\/strong> qu&#8217;une voiture de soci\u00e9t\u00e9 traditionnelle et offre davantage de flexibilit\u00e9 selon la situation familiale, le lieu de r\u00e9sidence ou les pr\u00e9f\u00e9rences personnelles.<\/p>\n<p><strong>Se pr\u00e9parer d\u00e8s maintenant<\/strong><\/p>\n<p><strong>\u00a0<\/strong>M\u00eame si la date d&#8217;entr\u00e9e en vigueur de cette mesure pourrait encore \u00eatre modifi\u00e9, il est conseill\u00e9 aux employeurs d&#8217;anticiper.
